Martyn’s Law Has Received Royal Assent

We have some great, long-overdue news: last week on the 3rd of April, just days after we posted our article on Martyn’s Law, the UK government announced that the Terrorism (Protection of Premises) Bill, known as Martyn’s Law, has received Royal Assent. What a significant milestone this is in the country’s efforts to strengthen national security and protect the public from terrorist threats in everyday locations. 

Martyn’s Law applies to a vast range of publicly accessible premises and event spaces, including entertainment venues, leisure facilities, retail spaces, and public areas like parks and stations. The legislation is designed to ensure that appropriate security measures are put in place, such as HVM (Hostile Vehicle Mitigation) bollards

The law aims to encourage a culture of vigilance and preparedness across organisations and communities, ensuring those responsible for public spaces are better equipped to deal with any possible threats.

What is Martyn’s Law?

Martyn’s law is named for Martyn Hett, one of the 22 people tragically killed in the Manchester Arena 2017 terrorist attack. Since then, Martyn’s mother, Figen Murray, has campaigned relentlessly for stronger and more serious security efforts to help prevent similar tragedies. Martyn’s Law is a result of that campaign and will deliver on a key government promise to improve safety measures in public areas.

The government views Martyn’s Law as part of a wider commitment to ensuring the public can enjoy events and spaces with confidence, knowing that their safety is being actively prioritised. Here’s what Prime Minister Keir Starmer said on April 3rd as the law gained Royal Assent:

“Today is a landmark moment for our security as my government delivers on its promise to introduce Martyn’s Law and better protect the public from terrorism. Figen’s courage and determination in the face of such unimaginable loss is truly humbling, and it is thanks to her campaigning that Martyn’s Law means her son’s legacy will live on forever.

Security is the foundation of our Plan for Change and the first duty of any government. Martyn’s Law will ensure everyone can enjoy public events more safely and ensure venues across the country have clear, practical measures in place to protect people.”

Hostile Vehicle Mitigation

A key consideration under this new law is Hostile Vehicle Mitigation (HVM), which includes physical security products such as crash-rated bollards and barriers.
